Algae on a step tread is a slip risk as much as an appearance problem, and a spa that has stopped spilling usually means the feed has silted rather than the pump has died.

Drain enough to work on the steps and spa wall, clean back the growth, clear and re-plumb the spillover feed, then refill, treat and rebalance.
